Questions and answers
Plain answers to what applicants ask most, starting with who qualifies.
Eligibility
See every income limitWhat does 60% AMI mean?
AMI is the area median income: the middle household income for the Minneapolis–St. Paul–Bloomington area, set each year by HUD. A home at 60% AMI is for a household earning no more than 60% of it for its size. For one person in 2026 that is $55,920 a year.
Do I qualify?
Find your household size in the income limits table. If your household's total yearly income is at or below the limit for a tier, you can apply for that tier's homes. Your income must also be at least two times the monthly rent, unless you have a Housing Choice Voucher or other rental assistance.
What counts as income?
Wages and tips, self-employment, Social Security and SSI, pensions, unemployment, child support and alimony, public assistance, and income from assets such as savings. We verify each source with documents.
Do you accept Housing Choice Vouchers?
Yes. We accept Housing Choice Vouchers and every other lawful source of income, and the minimum income rule does not apply to a household with a voucher.
Is this the same as Section 8?
No. The Housing Tax Credit program limits income and sets each home's rent by its tier. Section 8 usually means a Housing Choice Voucher, which a household brings with it, and we accept it here. You don't need a voucher to apply.
Do full-time students qualify?
A household made up only of full-time students usually does not qualify under the tax credit program. There are exceptions, such as a student who is a single parent or receives certain assistance. Call us and we'll tell you whether one applies.
Will my rent go up if my income goes up?
No. Your rent is set by your home's tier, not by your income. Each year you certify your income again, and if it rises after you move in, you can stay.
Applying
How to applyHow does the waitlist work?
The 30% AMI homes are full, so they take a waitlist. Join it with the form on the Apply page. We contact households in the order they joined when a home opens, and you can call to check your place.
What do I need to apply?
A photo ID for each adult, Social Security numbers or cards if you have them, proof of every source of income for the past three months, recent bank statements, and your addresses for the past three years.
How much is the application fee?
$35 for each adult 18 or older. It covers the background and credit check.
How long does approval take?
Most households hear back within two weeks of turning in every document. Income must be verified before move-in, so a missing document is the usual delay.
Utilities
Which utilities are included?
Heat, hot water, water, sewer and trash are included in the rent. You set up electricity in your name, and each plan's rent already allows for it.
Pets
Can I have a pet?
Yes, up to two cats or dogs per home, with a $300 deposit and $25 a month per pet. Assistance animals are not pets: there is no fee, deposit or rent for one.
Parking
Is there parking?
Yes. Underground parking is $60 a month, there is a bike room with a repair stand, and the Green Line is a three-minute walk.
Accessibility
Our accessibility statementDo you have accessible homes?
Five homes are built for wheelchair users, with roll-in showers and lowered counters, and two have visual and audible alarms. Every entrance is step-free and elevators reach every floor.
How do I ask for a reasonable accommodation?
Tell the office in person, by phone or by email, at any time: when you apply, while you live here, or when you renew. There is no form you have to use and no fee.
Tours
Schedule a tourCan I see the community before I apply?
